"Martin Johnson knows what it takes to win," said Dallaglio, who also toured with the Lions after Johnson's retirement in 2005.
"Things have not been the same (since Sir Clive Woodward left his England role in 2004). Some non-negotiable standards have been missing from the England team over the last few years."
Dallaglio regards Johnson, who is the only man to have captained the Lions on two separate tours, as one of the game's greatest leaders - a strength he feels has been missing from the England camp in recent years.
"We developed leaders in specialist areas and leadership was clearly an integral part of our success. We had leaders and personalities all over the pitch.
"This is the area in which I think England have had, and continue to have, concerns. It is an area that is really worrying for me."
