The 24-year-old number eight was selected by England coach Brian Ashton during last summer's tour of South Africa, when most frontline players were unavailable, and won his solitary cap in the Pretoria Test.
Skirving, who has represented his country at every level from under-16 up, has committed himself to the Premiership club until 2010.
He said: "It was disappointing to miss out on the squads for the Six Nations and the Saxons, but I'm hopeful that if I can play well for Saracens, I'll put myself back in the reckoning."
Director of rugby Alan Gaffney added: "Ben has been a valuable member of the squad for a number of seasons and we're delighted he has committed his future to the club."
