Former Leeds player Scarbrough, a full-back or wing, won a solitary England cap in 2003 when he featured against Wales at the Millennium Stadium.
Saracens rugby director Alan Gaffney said: "Dan has had a very good year and it is disappointing that he has not had the chance of being able to play representative rugby this season.
"He is a very adventurous player and certainly someone we want on our side rather than against us."
