Rugby World Cup 2011 Limited, the tournament organisers headed by former New Zealand Cricket boss Martin Snedden, will not make a decision until after this year's 20-team event in France.
"There are some ideas that I have discussed with Martin
Snedden but it would be premature to go into any specific detail," Moller, who will be replaced by deputy Steve Tew next year, told The Herald on Sunday.
"We haven't come to any definitive view on 16 teams or 20 teams and have an open mind.
"I think it is hard to have the debate around 20 teams but the opportunity is there to have a discussion about ways to enhance the tournament if there are 16 teams."
