Discussions have taken place regarding the possibility of making room for Argentina in either the Six Nations or Tri Nations, with the latter now the most likely destination for the South Americans.
"The executive committee considered a further report from Argentina and has asked the working party to perform further analysis on the viability of Argentina joining the Tri-Nations," said a statement from SANZAR, the body representing the South African, New Zealand and Australian unions, released on Thursday.
At a SANZAR meeting in Dubai, all three unions appeared open to including the Pumas in the Tri Nations, as opposed to making room for an Argentinean side in the Super 14.
"I think it is unlikely that Argentina will end up in Super Rugby," New Zealand Rugby Union chief executive Steve Tew told Radio Sport.
"It's much more attractive to see them join us, at some point in time, in the Tri Nations if we can make that work."
