The decision appears to be based on the financial implications and stadium requirements attached to the application.
"When we looked at the pros and cons,we couldn't host it," Army sergeant Jacob Thompson, the chairman of the Jamaican Rugby Union told the Jamaica observer.
"We have decided to withdraw and have already sent off a letter to the IRB.
"We would have to first put up £100,000. We would have to build a stadium to hold a minimum of 70,000 spectators."
Russia, England, Australia, Ireland, Italy, Scotland, South Africa, Wales and Japan are the remaining nine nations intending to submit bids before the August 15 deadline, with the winners being announced on July 28, 2009.
