Jamie Noon's disallowed 'try' in England's record Twickenham defeat against New Zealand should have been allowed to stand, according to the International Rugby Board.
The IRB's referees' manager Paddy O'Brien has made it clear Noon's first-half touchdown ought not to have been chalked off, as it was after match official Joel Jutge referred the decision to television adjudicator Christophe Berdos.
England went on to lose the match 41-20 - their worst ever result at HQ.
"I'm not going to defend the indefensible," O'Brien said.
"It was absolutely a try. It was very disappointing."
