Tavanavanua said: "There is nothing formal as yet, and if there is one [an approach], it'll be very hard for us to compete."
Serevi was quoted in the Fiji Times as saying that the offer was "a big decision" for him and his family to make and that his "heart was with Fiji rugby and my players".
The Falcons, who finished seventh in this year's domestic competition, are hoping the former Fiji international will be able to help them move forward after his success in leading Fiji to the IRB World Sevens Series title.
