It is the first professional contract penned by the 22-year-old, who moves from US side Dallas Athletic.
Ngwenya, who has been credited with running the 100 metres in 10.4 seconds, scored two tries in the World Cup, his other coming against Samoa.
He joins fellow new signings Henry Fa'afili, Ashwin Willemse and Jacques Cronje at Biarritz this season.
