Mike Catt, Noon's midfield partner, starts, as does Wasps flanker Tom Rees, while there is also a place for London Irish fly-half prospect Shane Geraghty.
Noon said: "I am disappointed not to be involved with the senior set-up [against Scotland] on Saturday but, above all, I am glad to be playing in an England shirt this weekend.
"There are a number of guys in the team who are capable of playing at senior level.
"But it is not about individuals, it is about playing as a team and putting in a great all-round performance and hopefully that will enhance our cause."
Three Gloucester backs - Anthony Allen, Ryan Lamb and James Simpson-Daniel - were not considered because of injury.
Saxons coach Jim Mallinder said: "Brian Ashton and the other England coaches are looking for strength in depth, and part of the role of England Saxons is to help ensure that players are ready when Brian needs them.
"In terms of playing style, to a certain extent we will mirror the senior team.
"We talk a lot about being creative and expansive but, first and foremost, we need to get the basics right. After that, it is about developing players who can do things with the ball when we get it."
