Jack, proposed for the role by Leith Academicals, received 57 votes, with Brown and Stevenson gaining 56 each, and Brown opted to step aside to allow for a head-to-head poll between the two other candidates.
With Brown out of contention, delegates voted in favour of Jack by a 91-75 margin, meaning the vice-chairman of the Scottish Rugby Council moves into the higher office for the next two years.
Chief executive Gordon McKie also confirmed the SRU would pay 100% of club accident insurance premiums from the start of the new season, predicting it would help clubs save "a six-figure sum".
