But this week the 34-year-old informed tournament organisers ERC he intended to appeal against that decision and a three man panel will meet in Scotland tomorrow to decide his fate.
Lions head coach Ian McGeechan doesn't believe the hearing will disrupt his preparations for Sunday's departure. The verdict will determine whether or not Quinlan is available to play on tour and, if he isn't, a replacement has been identified.
"We were disappointed it took so long for the initial hearing. And it would have been a problem for us if the process had dragged on beyond this week," said McGeechan.
"The process has to be gone through and it is only proper that a player has the right of appeal."
